1. GENERAL PROVISIONS

2. FUNCTIONAL RESPONSIBILITIES

An installer of external pipelines of the 5th category carries out complex work for laying external pipelines and constructing collecting manifolds, channels, chambers and wells of all types and purposes.

Laying steel pipes with a diameter of up to 500 mm in strands and over 500 mm in links.

Laying single cast iron, reinforced concrete and asbestos-cement pipes with a diameter of 800 to 1500 mm.

Sealing of joints of pressure pipes with a diameter of over 800 mm and non-pressure pipes with a diameter of over 1500 mm.

Installation of reinforced concrete wall blocks of collectors, channels, rectangular chambers and wells.

Installation of volumetric sections of collectors and channels and connecting them with bolts.

Installation of round cylinders reinforced concrete wells diameter over 1000 mm.

Hydraulic testing of pipelines.

Punching steel pipes using hydraulic and manual jacks.

Laying pipes with a diameter of up to 500 mm in cases.

Assembling joints of asbestos-cement pipes on couplings.

Laying pipelines through water barriers, installing siphons and transitions with a diameter of up to 350 mm.

Installation and equipment of pontoons.

Rolling of pipeline strands onto roller tracks and trolleys.

Laying pipelines using the pushing method on rollers or rail tracks.

Installation of steel and cast iron fittings for pipes with a diameter of over 500 mm, valves and compensators with a diameter of 150 to 400 mm.

Installation of siphons and hydraulic valves with a diameter of over 400 mm.

Installation of special supports and brackets for pipelines and cables.

3. RIGHTS

An installer of external pipelines of the 5th category has the right:

3.1. Request and receive necessary materials and documents related to the activities of an external pipeline installer of the 5th category.

3.2. Enter into relationships with departments of third-party institutions and organizations to resolve operational issues of production activities that are within the competence of an external pipeline installer of the 5th category.

4. RESPONSIBILITY

An installer of external pipelines of the 5th category is responsible for:

4.1. Failure to fulfill one's functional duties.

4.2. Inaccurate information about the status of the work.

4.3. Failure to comply with orders, instructions and instructions of the Head of the Organization.

4.4. Failure to take measures to suppress identified violations of safety regulations, fire safety and other rules that pose a threat to the activities of the enterprise and its employees.

4.5. Failure to ensure compliance with labor discipline.

5. WORKING CONDITIONS

5.1. The work schedule of an external pipeline installer of the 5th category is determined in accordance with the Internal Labor Regulations established in the Organization.

5.2. Due to production needs, an installer of external pipelines of the 5th category is required to go on business trips (including local ones).

1 INSTRUCTIONS labor protection when installing external pipelines. 1. GENERAL SAFETY REQUIREMENTS Workers at least 18 years of age, who have undergone appropriate training and have professional skills to work as installers, before being allowed to independent work must undergo: Mandatory preliminary (upon entry to work) and periodic (during employment) medical examinations (examinations) to be recognized as fit to perform work in the manner established by the Ministry of Health of Russia; Training in safe methods and techniques for performing work, instruction on labor protection, on-the-job training and testing of knowledge of labor protection requirements. Installers are required to comply with labor safety requirements to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work: Location of workplaces in a large area height; Moving structures; Fall of overlying materials and tools; Moving machines and their working parts; Overturning of machines, falling of their parts To protect against mechanical influences, installers are required to use the following free of charge provided by employers: cotton suits with water-repellent impregnation, leather boots, combined mittens, as well as suits with insulating padding and felt boots for winter period Installers must wear safety helmets while on the construction site. In addition, when working at height, installers must use safety belts and safety devices, and when working in wells, safety belts and hose gas masks for respiratory protection. While on the territory of the construction (production) site, in production and service premises, work areas and workplaces installers are required to comply with the internal rules adopted in this organization. The admission of unauthorized persons, as well as workers in a state of intoxication, to the specified places is prohibited. In the course of daily activities, installers must: 1

2 Use small mechanization tools during work for their intended purpose, in accordance with the instructions of the manufacturers; Maintain order in workplaces, clear them of debris, snow, ice, and prevent violations of the rules for storing materials and structures; Be careful while working and avoid violating labor safety requirements. Installers are required to immediately notify their immediate or superior work supervisor of any situation that threatens the life and health of people, of every accident that occurs at work, or of a deterioration in their health, including about the occurrence of an acute occupational disease (poisoning). 2. SAFETY REQUIREMENTS BEFORE STARTING WORK Before starting work, the installer must: 2.2. Installers should not begin work in case of the following violations of safety requirements: Malfunctions of technological equipment, protective equipment for workers, tools specified in the manufacturers' instructions; Untimely carrying out of regular tests of technological equipment, tools and devices; Failure to carry out regular tests in a timely manner or the expiration of the service life of protective equipment for workers established by the manufacturer; 2

3 Insufficient lighting of workplaces and approaches to them; Defects in pipeline structural elements intended for installation; Violation of the stability of slopes of excavations where work should be carried out; Detection of loss of stability of previously installed pipelines; Lack of a gas mask or other protective equipment when working in gas-filled wells and chambers. Detected violations of safety requirements must be eliminated on our own, and if it is impossible to do this, installers are required to inform the foreman or work manager about them. 3. SAFETY REQUIREMENTS DURING WORK Work in places where harmful gas may appear should be carried out only as directed by the work manager after an analysis of the air environment. In the presence of gases, work should be carried out only after the workplace has been provided with ventilation or installers have used respiratory protection. Work in wells, pits or closed containers should be carried out using hose gas masks, while two workers, being outside the well, pit or container, must insure the installers using ropes attached to their safety belts When performing work on laying external pipelines, installers are required to: Use a specially designed hook to open or close manhole covers; When working with power tools of the first or second class of protection, use personal protective equipment (dielectric gloves, galoshes, mats); When working in areas where vehicles can pass, use barriers with a road sign “Transmission prohibited, work in progress!”, a glowing red light. If a malfunction of a portable electric lamp or transformer, as well as other power tools or electrical wiring is detected, installers are required to stop work and notify the foreman or supervisor. When working at a height of over 1.3 m on scaffolding, stepladders or scaffolding without guardrails, installers are required to use safety belts, which should be secured in places specified by the supervisor. 3

4 3.6. Remove the pot with molten lead from the fire and lower it into the trench using a device designed for this purpose. People should not be near this place. Pieces of cold metal should be added to the molten mass of lead using metal tongs. In this case, pieces of cold lead must be clean and dried. Buckets with hot mastic should be lowered into a well or trench along a vertical box using strong ropes or cables. During the installation of a pipeline, installers are required to: Use specially prepared access systems and scaffolding means for passage and work; When tightening nuts, use wrench, corresponding to their sizes; Do not smoke in cells and wells, and do not use open fire near hatches; Do not allow people to be under the load being lowered or lifted, and when working with the winch, do not guide the cable on the drum with your hands or feet; Check the compliance of the holes for flange connections only using tapered mandrels and assembly plugs; If you have cuts or scratches on your hands, do not work in a well with fecal water. When using a crane to supply pipeline structural elements into a trench, installers must comply with the requirements for installing and moving loads with a crane, set out in the work design (WPR) or technological map. Place construction materials at the edge of the excavations. with unreinforced walls should be outside the soil collapse prism at a distance of at least 1.5 m from the edge of the excavation. Before delivering pipeline structural elements to the installation site in the design position, they should be cleared of snow, soil, ice and freed from foreign objects. Installers with a slinger (rigger) certificate are allowed to sling loads. When supplying pipes for laying in a trench, people are not allowed under the load being moved. Approaching the load is permitted only after lowering the load to a level no higher than 0.5 m from the design position. 4

5 3.18. The unslinging of pipeline elements installed in the design position should be carried out after securing them in accordance with the design. The bottom of the trench should be cleared of collapsed soil after temporarily supporting the pipeline on supports laid across the trench. It is permitted to begin testing the equipment only after timely warning of surrounding persons and obtaining permission from the test supervisor During equipment testing, it is not allowed to: Remove protective guards; Open hatches, fences, clean and lubricate equipment, touch its moving parts; Check and correct electrical circuits, electrical equipment and automation devices During pneumatic tests of pipelines located in trenches, a danger zone must be established, the size of which is indicated in the table. The boundaries of the danger zone must be marked with signal barriers or safety signs. Persons are not allowed to be in the hazardous area during the period of air injection into the pipeline and when the pipeline is kept under pressure during strength testing. Inspect, tap or service the pipeline, connect or disconnect the lines supplying air from the compressor to the pipeline only after stopping the air supply and reducing pressure to atmospheric Installation of pipelines near electrical wires within a distance equal to the longest length of the mounted unit, it should be carried out with the voltage removed. 4. SAFETY REQUIREMENTS IN EMERGENCY SITUATIONS In case of detection of a malfunction of lifting or rigging equipment, technological equipment and scaffolding equipment, installers must immediately suspend the operation of the lifting equipment and notify the crane operator and the person responsible for the safe performance of work on moving cargo by crane. If an unstable position is detected elements of pipelines, violations of the fastening of trench walls or scaffolding means, installers are obliged to notify the work manager and foreman about this. If a rupture or damage to a pipe is detected during its testing, installers must immediately stop testing, 5

6 relieve pressure in the system and resume testing only after troubleshooting. 5. SAFETY REQUIREMENTS AT THE COMPLETION OF WORK At the end of the work, installers are required to: Place the lifting devices and technological equipment used during the work in the designated storage area; Remove dirt, rinse and put away the instrument and small details carefully place materials and elements of building structures in places intended for their storage; Close the hatches of wells and chambers or place fences around them and appropriate road sign“The passage is closed, work is underway!”, and also turn on a red lantern to illuminate this place; Inform the work manager or foreman about any problems that arose during the installation of pipeline structures. 6

8. INSTALLATION OF PIPELINES
8.1. The deviation from the straightness of the welded (glued) pipeline, measured along the generatrix, should not exceed 2.0 mm at a distance of 200 mm from the weld. Deviations from straightness of welded plastic pipelines can be eliminated by heating them with hot air.

8.2. Installation work process pipelines from plastic pipes should be carried out in accordance with the technological instructions given in the work design (WPR).

8.3. Before installation of pipelines from plastic pipes begins installation organization must complete the following preparatory work:

complete set of materials and products according to the nomenclature specified in the project and in accordance with the PPR. All materials and products must have documents certifying their quality;

preparation of covered areas for storing pipes, connecting parts, pipeline assemblies and other materials and products to meet at least two-shift requirements;

completing welding and installation equipment, devices and tools and performing their adjustment;

study by line engineers and foremen (team leaders) of PPR, working and regulatory documentation.

8.4. Before installation of pipelines made of plastic pipes begins, all construction, electrical and gas welding work, installation of process equipment and pipelines (steel, cast iron, non-ferrous metals and alloys, coated pipelines), as well as work on thermal insulation of these pipelines must be completed.

In the places specified in the project (in the walls of buildings and channels, ceilings, coverings and on columns), embedded parts must be installed under the supporting structures of pipelines, and in places where pipelines pass through foundations, walls, partitions and ceilings of buildings - cases. Embedded parts and cases must comply with the working drawings of the project and be installed in the hole with a tight fit supporting surfaces To building structures and followed by embedding with concrete.

Cases must be made from non-combustible materials; the gap between the plastic pipe and the case is carefully sealed with asbestos or other fireproof material.

Support structures must be installed for fittings and pipeline components.

8.5. Pipelines should be laid in accordance with the design on separate supports, hangers or on a solid foundation.

8.6. Installation of supports, hangers and support structures under pipelines must ensure the route and slope of the pipeline specified by the project. The deviation of the position of supports and supporting structures from the design should not exceed ±5 mm in plan (for pipelines laid indoors) and ±10 mm (for external pipelines); the slope in both cases should not exceed +0.001. To ensure the design slope of the pipeline, it is allowed to install gaskets under the soles of supports or on supporting structures. The slope of the pipeline must be checked using instruments or special devices.

8.7. The designs of supports, suspensions or solid foundations must be given in the project. It is allowed to use fasteners used for metal pipelines as separate supports and hangers. At the same time, in places where polymer pipes come into contact with metal parts there should be no sharp edges or burrs on them, and between the pipe and the clamp or pipe, bracket and support there should be a gasket made of plastic material (rubber, polyethylene, felt, etc.).

8.8. The design of the solid base should not interfere with the self-compensation of the pipeline, especially in places where it turns. The solid base must be made of fireproof materials.

When laying pipelines with detachable connections on free flanges, gaps (“windows”) must be provided at their locations in a solid base for their installation. The size of the gaps should ensure free movement of the flanges moving together with the pipeline in the process of compensating for temperature deformations.

8.9. Steel and steel-lined reinforcement should be secured to individual supports or building structures using clamps or brackets. Reinforcement made of plastic materials must be attached to building structures or a solid base with clamps or brackets.

8.10. Compensators must be installed according to the instructions given in the project.

8.11. Movable fastenings that allow axial movement of pipelines are made using clamps or brackets made of plastic or metal.

When fastening pipelines using metal clamps and brackets, a gasket made of elastic material must be installed between the pipe and the clamp; The width of the gasket must be 10 mm greater than the width of the clamp or bracket, or the clamp and bracket must have flanges, chamfers or rounded edges to prevent damage to the pipes during longitudinal movement of the pipeline.

8.12. Fixed fastenings of pipelines should be made using thrust ring pads welded (glued) to the body, made of pipe material. The pads must be installed on both sides of a fixed clamp (half-clamp) or bracket and cover at least 3/4 of the diameter of the pipe, with the exception of the points of contact with the support. In cases where pipeline movement must be ensured in only one direction, the linings are installed on one side.

8.13. Vertical sections of pipelines should, as a rule, be secured under a socket or flange connection, and on smooth sections of pipes - under ring linings made of the material of the pipes being secured, welded or glued to the pipe.

8.14. Pipelines laid on a solid base must be secured to it using clamps or brackets installed for horizontal sections every 1 m (for pipes D n up to 63 mm), 1.5 m (for pipes D n from 63 to 160 mm) and 2.0 m (for pipes D n over 160 mm), and for vertical and inclined sections - every 1.5 m (for pipes D n up to 63 mm) and 2.0 m (for pipes D n over 63 mm).

The length of sections of pipelines that do not rest on a solid base in places of turns and their connection to devices, equipment, fittings and flanges should not exceed 0.5 m (for pipes D n up to 63 mm) and 1.0 m (for pipes D n over 63 mm).

8.15. During the installation process, straight sections of pipelines must be laid on at least two supports, and units and blocks must be secured so that they cannot shift or deform under the influence of their own weight.

8.16. When laying pipelines underground, it is allowed to lay pipes along bends along a gentle curve in accordance with the requirements of SNiP for the production and acceptance of work during the construction of external networks and water supply, sewerage and heat supply structures. At an ambient temperature of 20 °C for pipes with an outer diameter of up to 315 mm, the radius of curvature is recommended to be: 30 D n (for LDPE pipes), 120 D n (for HDPE pipes), 200 D n (for PP pipes) and 300 D n (for PVC pipes). The radius of curvature at turns of HDPE pipelines with an outer diameter of over 315 mm, laid along a gentle curve, should be taken as follows: for type L pipes - at least 50 D n, SL type - at least 40 D n, type C - not less than 20 D n . At an air temperature of 10 °C, the radius should be increased by 1.5 times, and at a temperature of 0 °C - by 3 times. At negative ambient temperatures, laying pipelines along a flat curve is prohibited.

8.17. When laying pipelines without channels, excavation work must be carried out in accordance with the requirements of SNiP III-8-76 for the performance of work during the construction of earthen structures.

8.18. It is necessary to deliver plastic pipes from storage to installation and lay them out along the trench or channel immediately before installation work.

8.19. When laying without channels or laying in channels, pipelines with a length of 100 m or more should be installed, as a rule, in ready-made welded (glued) sections, which are then transported and laid out along the route.

8.20. Pipelines welded and glued at the edge are allowed to be laid in a trench no earlier than 24 hours after welding and gluing the last joint.

8.21. If pipelines are laid in a trench at a temperature environment above 10 °C (except for PVC pipes connected socket-to-socket on rubber rings), measures are necessary to reduce temperature stress: laying pipelines in a “snake” pattern, filling the pipeline cold water before backfilling, backfilling of the pipeline in the coldest time of day.

8.22. PVC pipes connected by sockets on rubber rings should only be installed in trenches. In this case, the air temperature should not be lower than minus 10 °C.

When connecting socket pipes on rubber rings, the following order of operations must be observed: cleaning the inner surface of the socket, the smooth end of the pipe and the surface of the ring, installing the rubber ring in the groove of the socket, applying an installation mark to the smooth end of the pipe, lubricating the smooth end of the pipe to facilitate pipe installation, pushing the smooth end of the pipe into the socket up to the mounting mark.

8.23. When installing a rubber ring into the groove of the bell, you must ensure that it fits snugly against the surface of the groove along the entire circumference.

To ensure the required gap between the end of the smooth end of one pipe and the inner surface of the socket of another pipe, a chamfer must be chamfered on the smooth surface of the pipe at an angle of 15° to the axis of the pipe and an installation mark must be applied with indelible paint or another method, which determines the depth of insertion of the smooth end of the pipe into the socket. 8.26. As a rule, detachable flange connections of pipelines from plastic pipes should be assembled when positive temperature. The flange connection must be tightened by uniformly transversely (crosswise) tightening the nuts. The tightening force of the flange connection, assembled using a rubber sealing gasket, must ensure that the gasket deformation does not exceed 0.2-0.4 of its thickness; for gaskets made of other materials, the tightening force is selected experimentally to ensure the strength and tightness of the connection.

The protective covers provided for by the project on detachable flange connections of pipelines transporting acids and alkalis must be installed after testing the pipelines.

8.27. Thermal insulation should be installed after testing the pipeline in compliance with measures to prevent its damage (including installing gaskets made of tarpaulin, asbestos fabric or several layers of fiberglass under bandages and wire ties).

1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS

1.1. Workers who are at least 18 years old and have completed training are allowed to perform work on the installation of external pipelines. medical examination who have no contraindications for health reasons, have the necessary theoretical and practical training, have undergone introductory and initial workplace safety briefings and training according to a special program, certified by the qualification commission and received permission to work independently.
1.2. An employee performing work on the installation of external pipelines (hereinafter referred to as the employee) must periodically, at least once a year, undergo a knowledge test on labor protection when performing installation work and obtain permission to perform high-risk work.
1.3. An employee, regardless of qualifications and work experience, must undergo repeated training on labor protection at least once every three months; in case of violation by an employee of labor safety requirements, as well as during a break in work for more than 30 calendar days, he must undergo unscheduled instruction.
1.4. An employee who has not undergone timely instructions and knowledge testing on labor protection is not allowed to work independently.
1.5. An employee allowed to work independently must know: the rules for laying pipelines and the construction of prefabricated reinforced concrete collectors, channels, chambers and wells. Rules for performing rigging work. Rules, regulations and instructions for labor protection and fire safety. Rules for the use of primary fire extinguishing agents. Methods of providing first aid in case of accidents. Internal labor regulations of the organization.
1.6. An employee who has demonstrated unsatisfactory skills and knowledge of safety rules when installing external pipelines is not allowed to work independently.
1.7. In order for an employee to be allowed to work independently with a construction gun, he must have a qualification of at least 4th category, complete a special training course, pass an exam of the qualification commission and receive a certificate for the right to work with piston-type pyrotechnic tools.
1.8. An employee sent to participate in work unusual for his profession must undergo targeted training on the safe performance of the upcoming work.
1.9. An employee is prohibited from using tools, devices and equipment that he has not been trained in the safe use of.
1.10. In the process of performing work, an employee may be exposed mainly to the following dangerous and harmful production factors:
— a load falling from a height (for example, when the structure being mounted is incorrectly tied or the sling is broken);
— moving loads (for example, mounted structures);
— use of a construction gun;
— flying solid particles;
— falling tools, parts, assemblies, structures;
— burrs, unevenness and roughness of the surfaces of tools, parts, products;
— physical overload;
electric current, the path of which, in the event of a short circuit, can pass through a person;
high humidity air, workwear, safety footwear;
— insufficient illumination of the working area;
- unsatisfactory weather conditions.
1.11. To prevent the adverse effects on health of hazardous and harmful production factors, the employee should use special clothing, safety shoes and other personal protective equipment.
1.12. To prevent accidents, the worker should be aware of the existing restrictions on the weight of the load moved manually: when moving the load over a distance of up to 25 m, each man should have no more than 50 kg.
1.13. To prevent the possibility of a fire, the employee must comply with fire safety requirements himself and prevent other employees from violating these requirements; Smoking is permitted only in designated areas.
1.14. The employee is obliged to comply with labor and production discipline, internal labor regulations; It should be remembered that drinking alcohol usually leads to accidents.
1.15. If an accident occurs with one of the employees, the victim must be given first aid, report the incident to the manager and maintain the situation of the incident, if this does not create a danger to others.
1.16. The employee, if necessary, must be able to provide first aid and use a first aid kit.
1.17. A first aid kit should be located in an accessible place.
1.18. To prevent the possibility of illness, employees should observe personal hygiene rules, including thoroughly washing their hands with soap before eating.
1.19. The employee is obliged to ensure that there are no unauthorized persons in the work area.
1.20. An employee who violates or fails to comply with the requirements of labor safety instructions puts both himself and others at risk, and therefore may be subject to disciplinary, and depending on the consequences, criminal liability; if the violation is associated with causing material damage to the enterprise, then the perpetrator may be held financially liable in the prescribed manner.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Before starting work, the worker must put on overalls, safety shoes and a safety helmet.
2.2. After receiving an assignment to perform work, the employee must do the following:
2.2.1. Prepare the necessary personal protective equipment.
2.2.2. Check work area and approaches to it for compliance with safety requirements.
2.2.3. Select the technological equipment and tools necessary to perform the work and check their serviceability.
2.2.4. Inspect the pipeline structural elements intended for installation and make sure they are free of defects.
2.3. An employee should not start work in the following cases:
2.3.1. In the event of malfunctions of technological equipment and protective equipment for workers.
2.3.2. In case of untimely carrying out of regular tests of technological equipment, tools and devices.
2.3.3. In case of untimely carrying out of regular tests or expiration of the service life of protective equipment for workers.
2.3.4. In case of insufficient illumination of the work area and approaches to it.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. To enter the work area, the employee must use equipped access systems (stairs, ladders, bridges); An employee’s presence on structural elements of pipelines held by a crane is not allowed.
3.2. Cleaning of pipeline structural elements to be installed from dirt and ice should be carried out before lifting them.
3.3. When installing structures, signals to the crane operator must be given by only one person, except for the “Stop” signal, which can be given by any worker who notices an obvious danger.
3.4. Preliminary guidance of the structure to the installation site must be carried out using guy ropes of hemp or nylon rope.
3.5. During the process of lifting, delivering and guiding the structure to the installation site, the worker is prohibited from wrapping the end of the rope around his hand.
3.6. Before installing the structure in the design position, the worker must check that there are no people below directly below the installation site of the structure; It is prohibited for people to be under the mounted elements until they are installed in the design position and finally secured.
3.7. When installing pipeline structural elements in the design position, the employee is obliged to:
3.7.1. Move the structure to the installation site without using significant physical effort.
3.7.2. Carry out final alignment of the structure using a mounting crowbar.
3.8. After installing the pipeline structure in the design position, it is necessary to secure it (permanent or temporary) in accordance with the requirements of the project.
3.9. When punching grooves, holes and openings in stone and concrete structures it is necessary to take measures against people being injured by fragments; To protect your eyes, you should use safety glasses with safety glasses or meshes.
3.10. To check the alignment of bolt holes when connecting flanges, the worker should use mounting wrenches, special crowbars or mandrels; It is prohibited to check the coincidence of the hole with your fingers.
3.11. When using a construction gun, a worker must comply with the following safety requirements:
3.11.1. When driving a dowel into a vertical plane, the gun should be held at chest level; in this case, the head and legs should be at a distance from the wall equal to the length of the pistol.
3.11.2. When driving a dowel into the floor, the worker must stand on a stable stand with a height of at least 100 mm.

3.11.4. You cannot hammer a dowel into a base whose strength is higher than the strength of the dowel, or into a base that is fragile.
3.12. When performing work on laying external pipelines, the employee is obliged to:
3.12.1. Use a hook specially designed for this purpose to open or close hatch covers.
3.12.2. When descending into a well or chamber, use a safety harness with a safety rope attached to it, the other end of which must be held by the belay worker to assist in climbing in case of danger.
3.12.3. When working with power tools of the first or second class of protection, use personal protective equipment (for example, dielectric gloves, galoshes, mats).
3.12.4. When working in areas where vehicles may pass, use barriers with a road sign “Transmission prohibited, work in progress!” and a glowing red light.
3.13. When working in wells or chambers, smoking and using open flames are prohibited.
3.14. If you have cuts or scratches, you should not work in a well containing fecal water.
3.15. Construction materials should be placed at the edge of an excavation with unreinforced walls outside the soil collapse prism at a distance of at least 1.5 m from the edge of the excavation.
3.16. When working together with an electric welder while welding pipes, the worker must use specially designed safety glasses or a shield with a light filter to protect his eyes.
3.17. The bottom of the trench should be cleared of collapsed soil after temporarily lowering the pipeline onto the beds laid across the trench.
3.18. Inspect, tap or service the pipeline, connect or disconnect the lines supplying air from the compressor to the pipeline only after stopping the air supply and reducing the pressure to atmospheric pressure.
3.19. Installation of the pipeline near electrical wires within a distance equal to the longest length of the mounted unit should be carried out with the voltage removed.

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES

4.1. If a malfunction is detected in the load-lifting crane, lifting devices or technological equipment, the employee is obliged to give the crane driver the “Stop” command and notify the work manager about this.
4.2. If an unstable position of the installed pipeline elements, a violation of the fastening of the trench walls, a malfunction of technological equipment or protective equipment is detected, the employee must notify the work manager about this.
4.3. If a rupture or damage to a pipe is discovered during testing, the worker must immediately stop testing, relieve pressure in the system and resume testing only after the faults have been eliminated.
4.4. In the event of an accident, poisoning, or sudden illness, it is necessary to immediately provide first aid to the victim, call a doctor or help take the victim to a doctor, and then inform the manager about what happened.
4.5. If there are signs of poisoning, you must go to fresh air If possible, drink milk.
4.6. If a fire or signs of combustion are detected in the work area (smoke, burning smell, increased temperature, etc.), you must immediately notify fire department by calling 101 or 112 and take measures to extinguish the fire using primary fire extinguishing equipment.

5. OCCUPATIONAL SAFETY REQUIREMENTS AFTER WORK COMPLETION

5.1. Upon completion of work, the employee must do the following:
5.1.1. Place technological equipment and personal protective equipment in the designated storage area.
5.1.2. Clear the work area of ​​waste construction materials and installed pipeline elements and put it in order.
5.1.3. Disconnect the power tool from the mains, assemble the tool, take off overalls, safety shoes and other personal protective equipment and put them in the designated storage location, and if necessary, hand them over for washing and cleaning.
5.2. The worker must close the hatches of the wells and chambers or place fences around them and the appropriate road sign “The passage is closed, work is underway!”, and also turn on the red light.
5.3. Any malfunctions and malfunctions of the tools and equipment used, as well as other violations of labor safety requirements, noticed during work should be reported to your immediate supervisor.
5.4. At the end of work, the employee should wash their hands thoroughly warm water with soap, take a shower if necessary.

1.8. An installer of external pipelines of a higher category must be able to perform work that is comparable in complexity to workers of lower qualifications, as well as supervise installers of external pipelines of a lower category.

2. Responsibilities


2.1. Before the start of the working day (shift), the external pipeline installer:

1) receives a production task;

2) if necessary, undergoes training on labor protection;

3) takes over the shift;

4) checks the serviceability of devices, tools, equipment, etc., personal protective equipment;

2.2. During the work process, the installer of external pipelines:

1) performs the work for which he has been instructed and authorized to work;

2) uses special clothing, safety shoes and other personal protective equipment;

3) receives instructions from the immediate supervisor on the performance of the task, safe techniques and methods of work;

4) complies with the rules for using technological equipment, devices and tools, methods and techniques for performing work safely;

5) immediately notify the immediate supervisor of all deficiencies discovered during work;

6) complies with the requirements of personal hygiene and industrial sanitation;

2.3. During the working day (shift), the installer of external pipelines:

2.3.1. 2nd category:

1) cleans the bottom and walls of trenches and pits;

2) cleans pipes, fittings and fittings of parts of collectors, channels, chambers and wells before their installation;

3) installs and removes temporary plugs (plugs);

4) supplies materials to trenches and pits;

5) prepares solutions for sealing joints;

2.3.2. 3rd category:

1) carries out the installation of all types of foundations for pipelines, collectors, channels, chambers and wells;

2) installs lifting and rigging devices;

3) performs slinging and unslinging parts of pipelines, collectors, channels, chambers and wells;

4) cleans and files the ends of steel pipes when assembling them for welding;

5) tamps laid pipelines with soil or concrete;

6) marks, cuts or cuts non-metallic pipes;

7) seals gaps between asbestos-cement couplings and pipes;

8) dries and insulates joints of steel pipes during welding;

9) turns steel pipes when welding joints;

10) connects the pipes with cuffs and seals them with mortar (when laying cables);

11) installs and removes plugs;

12) punches holes with a mechanized tool in the walls of chambers and wells for introducing pipes;

13) carries out soil development when pushing steel pipes with hydraulic and manual jacks;

14) by order of the immediate supervisor, performs work that is comparable in complexity to workers of lower qualifications;

2.3.3. 4th category:

1) carries out laying of links and single steel and cast iron pipes with a diameter of up to 500 mm, concrete, reinforced concrete, asbestos-cement, ceramic and pipes made of polymer materials diameter up to 800 mm;

2) carries out welding of joints of polyethylene gas pipeline pipes;

3) seals joints and sockets, pressure pipelines with a diameter of up to 800 mm and non-pressure pipelines with a diameter of up to 1500 mm;

4) lays reinforced concrete slabs bases and ceilings of collectors, canals, chambers and wells;

5) seals the joints of wall blocks, base slabs and ceilings of collectors, channels, chambers and wells;

6) lays reinforced concrete base slabs under sliding supports, fittings and reinforcement;

7) installs reinforced concrete cylinders round wells with a diameter of up to 1000 mm and installation of reinforced concrete necks of wells and chambers;

8) installs running brackets or ladders and hatches in chambers and wells;

9) installs trays in wells;

10) lays concrete and asbestos concrete pipes in blocks;

11) lays pipes in wells drilled in the ground;

12) makes an insert into the existing sewerage and drainage network from non-metallic pipes;

13) straightens (calibrates) the ends of steel pipes in a cold state and with heating;

14) prepares the ends of steel pipes and removes the outer flash using special units;

15) installs steel and cast iron fittings with a diameter of up to 500 mm and valves with a diameter of less than 150 mm;

16) rolls up flange connections with permanent bolts;

17) installs siphons and water seals with a diameter of up to 400 mm and seals;

18) suspends underground pipelines for cables;

19) carries out flushing of steel pipelines with chlorination;

20) installs carpets, hydrants, water pumps and plungers;

21) attaches flanges to pipes and fittings;

22) installs backing rings under welded joints;

23) carries out the installation of panel reinforced concrete supports in the channels;

24) loads pipelines with special weights or stones;

25) by order of the immediate supervisor, performs work that is comparable in complexity to workers of lower qualifications;

2.3.4. 5th category:

1) assembles steel pipes of all diameters into links;

2) lays steel pipes with a diameter of up to 500 mm in strands and over 500 mm in links;

3) lays single cast iron, reinforced concrete and asbestos-cement pipes with a diameter of 800 to 1500 mm;

4) seals joints of pressure pipes with a diameter of over 800 mm and non-pressure pipes with a diameter of over 1500 mm;

5) installs reinforced concrete wall blocks collectors, channels, rectangular chambers and wells;

6) performs installation:

Volumetric sections of collectors and channels and connecting them with bolts;

Cylinders of round reinforced concrete wells with a diameter of over 1000 mm;

7) carries out hydraulic testing of pipelines;

8) performs punching of steel pipes using hydraulic and manual jacks;

9) lays pipes with a diameter of up to 500 mm in cases;

10) assembles joints of asbestos-cement pipes on couplings;

11) lays pipelines through water barriers, installs siphons and transitions with a diameter of up to 350 mm;

12) installs and equips pontoons;

13) rolls pipeline strands onto roller tracks and trolleys;

14) lays pipelines using the pushing method on rollers or rail tracks;

15) installs:

Steel and cast iron fittings for pipes with a diameter of over 500 mm, valves and compensators with a diameter of 150 to 400 mm;

Siphons and hydraulic valves with a diameter of over 400 mm;

Special supports and brackets for pipelines and cables;

16) carries out launching, moving through water and installing a head or water intake with a volume of up to 300 m3 on the underwater base;

17) by order of the immediate supervisor, performs work that is comparable in complexity to workers of lower qualifications;

3. Rights


When performing his duties, the installer of external pipelines has labor rights provided for in the agreement concluded with the employee employment contract, internal labor regulations, local regulations, the Labor Code of the Russian Federation and other acts of labor legislation.


4. Responsibility


4.1. The installer of external pipelines is subject to disciplinary liability in accordance with Article 192 of the Labor Code of the Russian Federation for improper performance through his fault of the duties listed in this instruction.

4.2. The installer of external pipelines bears financial liability for ensuring the safety of inventory items entrusted to him.

4.3. An installer of external pipelines for committing offenses in the course of his activities, depending on their nature and consequences, is subject to civil, administrative and criminal liability in the manner prescribed by law.
