This section of the Southern Road will most likely be introduced in sections from Balaklava Avenue to the railway and from the overpass to Proletarsky Avenue.

“It is planned to commission these two sections and open them to traffic in September this year. At the same time, the railway overpass will be commissioned no earlier than the first half of next year,” added P. Aksenov.

He noted that the construction of the overpass is being carried out without reducing the flow of trains on the railway.

As the head of the Moscow Construction Department Andrei Bochkarev previously stated, today Balaklavsky and Proletarsky Avenues are in no way connected with each other.

“The areas located near two highways are separated by a railway. Moscow Mayor Sergei Sobyanin ordered the construction of an overpass along the Paveletsky direction of the railway. The main route of the Southern Rockade will pass under the railway tracks. February 21, taking advantage of good weather conditions(sub-zero temperature, and as a result, practically no dirt) I walked through the construction sites of the Southern Rockade on the section from Balaklavsky to Proletarsky.

Construction has begun, and I would like to record what is happening there. Well, let's go friends...

From the corner of 1st Kotlyakovsky and Kantemirovskaya Lane there is a view towards Varshavka. The road surface is being filled.

And here is the river itself. The current in it is quite fast. Along Chertanovka there is a border between two districts, on the left is Tsaritsyno, and on the right is Moskovreche-Saburovo.

The landscape needs better. Until this moment, I had not been here, and I don’t know whether the construction brought tons of garbage into the ground here or whether it had already been done before.

At this point you can connect the industrial zone with the rockade through Tarny. One lane in each direction is enough. I wonder if anyone has thought about this before?

Having walked along the embankment we find ourselves on the other bank. Bureau building. Few people see it from this angle. In the center is a red brick ritual hall.

To the right of the forensic examination center there is a stationary snow-melting station called Tarny.

We return back, cross Chertanovka and head towards the Paveletsky direction railway along the fence of the emergency vehicle parking lot at the traffic police. There’s a lot of stuff here, American films come to mind, but there’s no giant press for destruction.

Here at this place the railway tracks should be raised onto an overpass, and the South the rockade will take place underneath them. Let me remind you that the reconstruction of the railway is at a separate stage in the Republic of Uzbekistan, there is a project, but for now there is a competition for construction work wasn't played out.

The head of the Construction Department, Andrei Bochkarev, is known in narrow circles as an urban planning freak; he has been caught more than once in the confusion of streets, objects, plans, and sequences, but nevertheless, what do his words say?

1. They are going to extend the southern road from Proletarsky Prospekt along Kantemirovskaya and further to Kaspiyskaya street. Donetskaya, and from st. Verkhnie Polya to MKAD. This is a new route from the Southern District to the Moscow Ring Road, and going through the center of the Maryino district.

In light of such a decision, a new bridge should appear across the Moscow River from Kantemirovskaya to Donetskaya, duplicating the projected Kaspiyskaya - Shosseynaya bridge, which will entail the massive demolition of garages in Saburovo. This bridge is included in the red lines and the General Plan of Moscow.

In this form, we can talk about a new transport corridor, but not about Rokada, as it was stated. Rokada will reach Proletarsky, and then regional roads and connections.

Let me remind you that previously the continuation of the UR was planned in the section Katemirovskaya - st. Borisov Ponds - bridge - st. Kapotnya - MKAD. Apparently such a solution is expensive and time-consuming, but we need to show quick victories.

Extension of the UR along Kantemirovskaya will require widening the street to 6 lanes (or maybe 4 will be enough), removal of power lines, massive demolition of garages and parking lots on the even side of Moskvorechye, odd side of Tsaritsyno, will entail a deterioration in pedestrian accessibility between MS and Tsaritsyno, pedestrian crossings, I believe, will be designed lifting and in smaller quantities than exist now.

2. It is not clear what YR has to do with it, but Bochkarev also mentions the straightening of Proletarsky to Baku Street. This solution is also included in the General Plan of the city. However, it will be impossible to carry it out without relocating five-story buildings.

The announced projects have not yet been included in the Targeted Investment Program (TIP), so it is not clear when they will start.

According to my forecast, the development of these areas should be expected in 5-6 years, and not earlier. But they will seriously affect normal life in the area. If the transport component improves, then living conditions cannot be expected to improve.

Fighting traffic jams in Moscow and the region

In October 2015, the long-awaited construction of the section of the Southern Road from Balaklavsky Avenue to Kantemirovskaya Street began. A series of three articles is dedicated to this project. In the first part of the “Chronicles of the Southern Rockade” I examined the background and purpose of this road and other chords. In the second part, we will go through each node, tell you a few unpublished details about the design and future construction of this section and how the project was influenced by “Probok.net”.

The entire project from Balaklava to Proletarsky Prospekt looks like this (clickable).

First of all, I must say a few kind words to the authors of the Southern Rockada project - the Mosproekt-3 company. They not only designed the road, but also took into account several important proposals from Probok.net and an active resident of the Tsaritsyno district, Matvey m0tl, on whose initiative this dialogue took place.

For 2 kilometers of the future road there are as many as 5 traffic light intersections, each of which is interesting in its own way. Details under spoilers.

1. Varshavskoye - Balaklavsky - Kantemirovskaya An overpass will be built along the direct route of the Varshavskoye highway. It will allow the main traffic to be eliminated from competition for the traffic light cycle. Below the flyover, there will be a large traffic light intersection at one level where left turns will be allowed on all sides. To relieve congestion at the intersection, there will be 2 traffic-light-free turning loops “from center to center” and “from region to region” on both sides.

Since there are many directions, the phase-by-phase travel scheme will be complex. The most optimal option seems to be with 5 phases. It is good because it does not allow the knot to be locked, and also because it allows you to pull different directions depending on the time of day: in the morning phases 1 and 5, in the evening phases 2 and 3.

All pedestrian crossings under the overpass will remain above ground and regulated. The ground crossing at house 110 on Varshavskoye Highway will also remain traffic lighted. However, just to the north there is an intersection with Chernomorsky Boulevard, and if these 2 traffic lights work in synchronous mode, this will not affect the capacity of the Warsaw Highway.

It’s interesting that the turning loops in the project appeared at the suggestion of Probok.net, although initially they were not in the project. In addition, a fifth lane was added on the east side of the intersection, which made it possible to allocate 2 lanes for left turns.

2. Kantemirovskaya street - Kotlyakovskaya street A fairly simple intersection. There are no left turns from the road, but there is a left turn from Kotlyakovskaya Street.

3. Kantemirovskaya Street - 1st Kotlyakovsky Lane Again a difficult intersection, all left turns are allowed.

The traffic light will operate in 3 phases.

4. Kantemirovskaya Street - Bekhterev Street Again, there are no left turns from the road, but there is a left turn onto it from Bekhterev. A left turn from the “old Kantemirovskaya” towards the road is also allowed.

5. Kantemirovskaya Street - Proletarsky Prospekt This is the second most important junction after Warsaw Highway. All left turns are allowed here from both Proletarsky Prospekt and Kantemirovskaya Street.

That’s why the phasor is complex, 4 phases.

The second option is with “fan” phases. It is even better, it will allow you to better extend directions by time of day (phases 2 and 3 in the morning, phases 1 and 4 in the evening).

Surprisingly, during the construction of the Southern Road there will be 2 ground pedestrian crossings across Proletarsky Prospekt. It will be much more convenient for pedestrians, and it will not create any problems for traffic: the “green” light will be on in those phases when the Southern Rokada is traveling.

These crossings and 2 rows to the left from Proletarsky and from the Southern Road are also the idea of ​​Probok.net and Matvey m0tl taken into account in the project. In the original version of the project, there were no ground crossings, and 1 lane was allocated for both left turns.

Can the Southern Rockada project be considered ideal? Yes and no. Yes, because the designers did the best they could under severe constraints terms of reference and the scope of the project. No, because for effective movement along the first section of the Southern Road Road, several more events are needed outside the project boundaries, albeit in close proximity to the Road Road. This is how my acquaintance with the disgusting coherence, or rather incoherence, of the UDS began. (Street and Road Network) Moscow. I still had to discover a lot of interesting things in the Southern District: Dorozhnaya Street, torn into 3 parts, an abandoned dead-end overpass across one of the branches of the Paveletskaya Railway, the “neck” of the Kashirskoye Highway near the Oncology Center, the isolated enclaves of Biryulyovo-Vostochnoye and Biryulyovo-Zapadnoye, the beautiful street of Podolsk cadets with the end of the residential Vostryakovsky passage, clogged with trucks.

But that first thought remained the most vivid: why is there no overpass between Balaklavsky and Kantemirovskaya??

Let's take a quick look at the map of the main roads of the Southern Administrative District. Yellow - main streets. This map contains answers to many questions. Why is the section of the Moscow Ring Road from Kashirka to Yasenevo one of the most congested, why is the “green” metro line chronically overloaded, and therefore the South Administrative District has an extremely poor supply of offices and jobs in general.

Southern District: Is reunion close?
If you ask the majority of residents “what do you know about the new road construction in South Administrative Okrug? most will probably name one object: the Southern Rockade. Indeed, its first section (from Balaklavsky Avenue to Kantemirovskaya Street) has been designed, and construction should begin in 2013.

Surprisingly different. In the next 4 years (2013-2016), according to plans, another 7 (seven) transport links should be built in the Southern Administrative District, including 3 overpasses across the railway. But almost no one knows about this!

Let's fill the gap. This is how all objects are called in the Moscow Targeted Investment Program for 2013-2015 (AIP 2013-2015).

It is according to the AIP 2013-2015 that money is allocated for all infrastructure projects in Moscow. The document is constantly being adjusted; the timing and amount of financing depend on many reasons. If (I really hope!) there are no major changes in these objects, this is what the Southern District’s road transport system should look like after 2017.

The new road will allow residents of the narrow residential streets of Vostryakovsky Proezd and Kharkovskaya Street to breathe a sigh of relief, through which cargo and passenger transit now travels day and night from the Moscow Ring Road to the industrial zone in Biryulyovo and on the street. This road is divided into 2 sections.
The first (1.5 km) - from Balaklavsky Avenue to 1st Kotlyakovsky Lane, the most difficult. Builders will have to build a tunnel under the Warsaw highway, a puncture under the Paveletsky direction railway tracks and a bridge over the Chertanovka river. And the main thing is to “bury”, transfer several kilometers of power lines into the collector. That is why as many as 14 billion rubles have been allocated for this site.

The second section, about 800 meters, will run parallel to the existing part of Kantemirovskaya Street to Proletarsky Prospekt. The width of the main passage is 3+3 lanes with a dividing fence and additional lanes at junctions.

Among the comments, I would like to note the strange absence of a connection with Tarny Proezd in the first section (although it is on the planning draft). It is extremely necessary already in the first stage of construction, because will allow traffic from the road to go into the industrial zone and be distributed over several intersections (with Promyshlennaya Street and Kavkazsky Blvd.), and not accumulate at the Kantemirovskaya - Bekhtereva intersection. By the way, Probok.net has prepared an analysis of the first section of the Southern Road and a package of proposals for preparing the local road network for increased traffic; I will write about them separately sometime.

This road creates a local transport corridor of 3+3 lanes from Lipetskaya to Chertanovskaya streets, providing convenient transportation to the Prazhskaya metro station and Varshavskoe highway for residents of Biryulev East. This will protect the future Southern Road from local traffic, preventing it from repeating the sad fate of the Moscow Ring Road. By the way, in addition to the road, it is also planned to build a tram along this corridor.

The western part of the corridor runs in the industrial zone, the eastern - in the residential zone. It is located very close to the Moscow Ring Road and will allow local traffic to be diverted from the Moscow Ring Road.

This is, in fact, a local eastern backup of the Warsaw Highway, located in an industrial zone. Width 2+2 stripes.
As part of the project, Dorozhnaya will not only be connected in two places, but also extended to the Southern Rocade (Kantemirovskaya Street). All this will allow local and freight traffic to have a convenient radial corridor for movement without exiting onto the Varshavskoye Highway.

What will this give?
Of all the activities for the development of road networks, connectivity has the most multifaceted effect.

This also means reducing excess mileage on roads that currently have no alternative, which means saving time, fuel, and road surface life. This will also increase inter-district connectivity - it will be easier to get to neighbors than to the center. And increasing investment attractiveness: transport accessibility provides an incentive for the development of territories. And the opportunity to create new convenient public transport routes.

No way.

New road from Varshavka to Proletarsky Prospekt
