In accordance with Article 19 of the Federal Law of May 4, 1999 No. 96-FZ “On the Protection of Atmospheric Air”, federal laws of 01.01.01 “On Environmental Protection”, of 01.01.01 “On the Hydrometeorological Service”, a Government Decree of the Russian Federation dated 01.01.2001 No. 31 "On Approval of the Regulations on State Control over the Protection of Atmospheric Air", resolution Government of the Russian Federation dated 01.01.2001 No. 000 "On information services in the field of hydrometeorology and environmental pollution monitoring" in order to protect the population in case of changes in the state of atmospheric air that threatens human life and health during periods of adverse meteorological conditions in the Sverdlovsk region Government of the Sverdlovsk Region

DECIDES:

1. Approve the procedure for carrying out work to regulate emissions of harmful (polluting) substances into the air during adverse meteorological conditions in the Sverdlovsk region (attached).

2. To impose control over the implementation of this resolution on the Minister of Natural Resources of the Sverdlovsk Region, a member of the Government of the Sverdlovsk Region Kryuchkov K.V.

Chapter 1. General Provisions

1. The procedure for carrying out work to regulate emissions of harmful (pollutant) substances into the atmospheric air during adverse meteorological conditions (hereinafter referred to as the Procedure) was developed in accordance with the legislation of the Russian Federation and the Sverdlovsk Region in the field of atmospheric air protection in order to prevent a threat to life and health of the population when changing the state of atmospheric air, reducing the negative impact on the environment in urban and rural settlements of emissions of harmful (polluting) substances into the atmospheric air during periods of adverse meteorological conditions (hereinafter referred to as NMU).

2. This Procedure defines the list, responsibilities and interaction of organizations involved in the regulation of emissions of harmful (polluting) substances into the air during periods of adverse meteorological conditions in the Sverdlovsk region, including the preparation and transmission of relevant forecasts.

3. Under the NMC refers to meteorological conditions that contribute to the accumulation of harmful (polluting) substances in the surface layer of atmospheric air.

4. The regulation of emissions of harmful (polluting) substances into the atmospheric air is understood as their short-term reduction during periods of NMU, leading to the formation of a high level of air pollution.

5. Regulation of emissions of harmful (pollutant) substances into the atmospheric air is carried out taking into account the forecasts of the NMU on the basis of warnings about a possible dangerous increase in the concentration of harmful (pollutant) substances in the atmospheric air.

Depending on the expected level of atmospheric air pollution, warnings of three degrees (first, second and third) are drawn up, which must correspond to three modes of operation of enterprises during NMU periods.

6. During the period of warnings about a possible dangerous increase in the concentration of harmful (pollutant) substances in the atmospheric air during periods of NMU, in order to prevent it, legal entities and individual entrepreneurs that have sources of emissions of harmful (pollutant) substances into the atmospheric air are required to take measures to reduce emissions of harmful (polluting) substances into the atmospheric air.

7. The preparation of specialized information on the occurrence of NMUs in the Sverdlovsk region that contribute to atmospheric air pollution is carried out by the federal state budgetary institution "Sverdlovsk Center for Hydrometeorology and Environmental Monitoring with Regional Functions" (hereinafter - FSBI "Sverdlovsk TsGMS-R") in accordance with regulatory and methodological documents of the Federal Service for Hydrometeorology and Environmental Monitoring.

Chapter 2. Procedure for developing and approving measures

to reduce emissions of harmful (polluting) substances

into the atmospheric air during periods of NMU

8. Legal entities and individual entrepreneurs that have sources of emissions of harmful (pollutant) substances into the atmospheric air develop measures to reduce emissions of harmful (pollutant) substances into the atmospheric air during the periods of NMU (hereinafter referred to as measures under NMU) and a schedule for controlling emissions of harmful (pollutant) substances into the atmospheric air during the NMU periods as part of the draft standards for maximum permissible emissions of harmful (pollutant) substances into the atmospheric air (hereinafter referred to as the MPE draft), in accordance with the regulatory and methodological documents of the Federal Service for Hydrometeorology and Environmental Monitoring (in part development of measures to reduce emissions) and the Federal Service for Supervision of Natural Resources.

9. Legal entities and individual entrepreneurs that have sources of emissions of harmful (polluting) substances into the atmospheric air coordinate the developed measures at the NMU with the Ministry of Natural Resources of the Sverdlovsk Region.

10. The development of measures at the NMU is carried out both for existing and for projected objects of economic activity. Measures under NMU are subject to revision when the production technology and the volume of emissions of harmful (polluting substances) into the atmospheric air change.

11. Local self-government bodies of municipalities in the Sverdlovsk region, on the territory of which NMUs are forecast, develop measures for NMUs within the limits of the powers granted.

12. Measures under the NMU are an obligatory part of the consolidated volume "Atmospheric Protection and Maximum Permissible Emissions (MAE)" for the territory of urban and other settlements and their parts.

Chapter 3

13. Bringing warnings about NMU to the executive bodies of state power authorized in the field of environmental protection in the Sverdlovsk region, local authorities of municipalities in the Sverdlovsk region, legal entities and individual entrepreneurs that have sources of emissions of harmful (polluting) substances in the territory of the Sverdlovsk region , and interaction during periods of NMU is carried out in accordance with the Scheme for communicating warnings about NMU and interaction between the Department of Rosprirodnadzor for the Ural Federal District, the Ministry of Natural Resources of the Sverdlovsk Region, the Federal State Budgetary Institution "Sverdlovsk TsGMS-R", local authorities of municipalities in the Sverdlovsk Region, legal entities and individual entrepreneurs with sources of emissions of harmful (pollutant) substances into the atmosphere in the Sverdlovsk region, when carrying out work to regulate emissions of harmful (pollutant) substances into the atmosphere ny air during periods of NMU on the territory of the Sverdlovsk region (Appendix 1).

14. The list of executive bodies of state power authorized in the field of environmental protection in the territory of the Sverdlovsk region and local self-government bodies of municipalities in the Sverdlovsk region, subject to notification of the onset of NMU, is given in Appendix 2.

15. The list of legal entities and individual entrepreneurs who, as part of the draft MPE standards, approved measures for NMU, agreed with the Ministry of Natural Resources of the Sverdlovsk Region, who are obliged to carry out these activities when NMU occurs in the territory of the Sverdlovsk Region, is determined by the Department of Rosprirodnadzor for the Ural Federal District and is provided by requests in accordance with applicable law.

16. Drawing up warnings about an increase in the level of atmospheric air pollution in connection with the expected NMU (hereinafter referred to as warnings), their transmission and cancellation is carried out by the Federal State Budgetary Institution "Sverdlovsk TsGMS-R".

17. FSBI "Sverdlovsk TsGMS-R" provides specialized information on the occurrence of NMU in the territory of the Sverdlovsk region to the executive bodies of state power authorized in the field of environmental protection in the territory of the Sverdlovsk region, local authorities of municipalities in the Sverdlovsk region, legal entities and individual entrepreneurs, having sources of emissions of harmful (pollutant) substances on the territory of the Sverdlovsk region and are obliged to take measures to reduce emissions of harmful (pollutant) substances into the air during periods of NMU, within the framework of joint programs (agreements), as well as under contracts for information support services in the manner established by the current legislation.

18. The text of the transmitted warning of the FSBI "Sverdlovsk TsGMS-R" indicates the time of the onset and end of the NMU period, the degree of warning and the mode of operation of the enterprise (first, second, third).

19. Legal entities and individual entrepreneurs who, as part of the draft MPE standards, approved measures for NMU, agreed with the Ministry of Natural Resources of the Sverdlovsk Region, by order of the head of the enterprise, approve the procedure for receiving warnings and switching to specified operating modes during NMU periods, indicating the persons responsible for carrying out measures at NMU for the enterprise, production, workshops, sites, other facilities, as well as persons responsible for organizing the reception and transmission of warnings about NMU, who, having accepted the text of the warning about NMU, register it in a special journal (Appendix 3) and immediately bring it to information of persons responsible for carrying out activities at NMU in the divisions of the enterprise.

The measures taken to reduce emissions of harmful (polluting) substances into the atmospheric air at NMU are indicated in the journal (Appendix 3).

20. Local self-government bodies of municipalities in the Sverdlovsk region, subject to notification of the onset of NMU, organize work to reduce emissions of harmful (polluting) substances into the air during periods of NMU within the limits of their authority, including carrying out wet cleaning of streets, limiting loading - unloading works;

when receiving warnings about NMU of the second and third degree, they inform the population about the onset of NMU through the media and ask them not to set fire to garbage, use public transport and other recommendations.

Chapter 4. Monitoring the implementation of measures to reduce

emissions of harmful pollutants into the air

21. Legal entities and individual entrepreneurs who, as part of the draft MPE standards, approved measures under the NMU, agreed with the Ministry of Natural Resources of the Sverdlovsk Region, exercise production control over the effectiveness of measures to reduce emissions of harmful (polluting) substances into the atmospheric air during periods of NMU in accordance with a schedule for monitoring emissions of harmful (polluting) substances into the air during NMU periods;

submit to the Department of Rosprirodnadzor for the Ural Federal District and a report on the implementation of measures at the NMU, confirmed by the results of instrumental measurements.

22. The Department of Rosprirodnadzor for the Urals Federal District and the Ministry of Natural Resources of the Sverdlovsk Region, when organizing and conducting state control over the protection of atmospheric air, control the implementation and effectiveness of measures under the NMU.

23. FSBI "Sverdlovsk TsGMS-R" and the Ministry of Natural Resources of the Sverdlovsk Region carry out state monitoring of atmospheric air during periods of NMU. The monitoring results are published in the annual state report on the state and protection of the environment of the Sverdlovsk region.

24. The Ministry of Natural Resources of the Sverdlovsk Region publishes quarterly on the website of the Ministry of Natural Resources of the Sverdlovsk Region www. ***** information on the state of atmospheric air during the NMU periods according to atmospheric air monitoring data on the regional observation network.

The information products allowed for circulation for children who have reached the age of six years may include information products provided for in Article 7

1) short-term and non-naturalistic depiction or description of human diseases (with the exception of serious diseases) and (or) their consequences in a form that does not degrade human dignity;

2) a non-naturalistic depiction or description of an accident, accident, catastrophe or non-violent death without demonstrating its consequences, which may cause fear, horror or panic in children;

3) episodic depiction or description of these actions and (or) crimes that do not incite to the commission of antisocial actions and (or) crimes, provided that their admissibility is not substantiated or justified and a negative, condemning attitude towards the persons committing them is expressed.

Article 9. Information products for children who have reached the age of twelve

Information products allowed for circulation for children who have reached the age of twelve years may include information products provided for in Article 8 of this Federal Law, as well as information products containing justified by its genre and (or) plot:

1) episodic depiction or description of cruelty and (or) violence (with the exception of sexual violence) without a naturalistic display of the process of deprivation of life or mutilation, provided that compassion for the victim and (or) a negative, condemning attitude towards cruelty, violence (with the exception of violence used in cases of protecting the rights of citizens and legally protected interests of society or the state);

2) an image or description that does not induce antisocial acts (including the consumption of alcoholic and alcohol-containing products, beer and drinks made on its basis, participation in gambling, vagrancy or begging), episodic mention (without demonstration) of narcotic means, psychotropic and (or) intoxicating substances, tobacco products, provided that the admissibility of antisocial actions is not substantiated and not justified, a negative, condemning attitude towards them is expressed and there is an indication of the danger of consuming these products, means, substances, products;

3) episodic non-naturalistic depiction or description of sexual relations between a man and a woman that does not exploit interest in sex and is not of an exciting or offensive nature, with the exception of the depiction or description of sexual acts.

Article 10. Information products for children who have reached the age of sixteen years

Information products allowed for circulation for children who have reached the age of sixteen years may include information products provided for in Article 9 of this Federal Law, as well as information products containing justified by its genre and (or) plot:

1) depiction or description of an accident, accident, catastrophe, disease, death without a naturalistic display of their consequences, which may cause fear, horror or panic in children;

2) depiction or description of cruelty and (or) violence (with the exception of sexual violence) without a naturalistic display of the process of deprivation of life or mutilation, provided that compassion for the victim and (or) a negative, condemning attitude towards cruelty, violence (with the exception of violence) is expressed applied in cases of protection of the rights of citizens and legally protected interests of society or the state);

3) information about narcotic drugs or psychotropic and (or) intoxicating substances (without their demonstration), about the dangerous consequences of their consumption with a demonstration of such cases, provided that a negative or condemning attitude is expressed towards the consumption of such drugs or substances and contains an indication of danger of their consumption;

4) individual swear words and (or) expressions that are not related to obscene language;

5) images or descriptions of sexual relations between a man and a woman that do not exploit interest in sex and are not offensive in nature, with the exception of images or descriptions of actions of a sexual nature.

In accordance with the Federal Laws of May 4, 1999 N 96-FZ "On the Protection of Atmospheric Air", of January 10, 2002 N 7-FZ "On Environmental Protection", taking into account the protocol of the Coordinating Council in the field of environmental protection in the Khanty-Mansiysk Autonomous Okrug - Yugra dated June 30, 2011 N 2, in order to organize work to regulate emissions of pollutants into the air during periods of adverse meteorological conditions, the Government of the Khanty-Mansiysk Autonomous Okrug - Yugra decides:

Recommend to legal entities and individual entrepreneurs that have sources of emissions of pollutants into the atmospheric air under the approved standards of maximum permissible emissions, before April 1, 2012, to coordinate measures to reduce emissions of pollutants into the atmospheric air with the Service for Control and Supervision in the Field of Protection environment, wildlife and forest relations of the Khanty-Mansiysk Autonomous Okrug - Yugra.

Regulation of emissions of pollutants into the air during periods of NMPs is carried out by legal entities and individual entrepreneurs that have sources of emissions into the atmospheric air, taking into account forecasts of the onset of NMPs, as well as warnings about a possible dangerous increase in concentrations of pollutant impurities in the atmospheric air.

annually, before February 1 of the year following the reporting year, submit information on the implementation of the Measures during the NMU periods and their effectiveness to the Service for Control and Supervision in the Sphere of Environmental Protection, Wildlife Objects and Forest Relations of the Khanty-Mansiysk Autonomous Okrug - Yugra. If there were no NMU periods in the past year, the submission of such information is not required.

5. The Service for Control and Supervision in the Field of Environmental Protection, Wildlife Objects and Forest Relations of the Khanty-Mansiysk Autonomous Okrug - Yugra, upon receipt of the information provided for by this Procedure, shall:

control over the conduct of the Events and their effectiveness in accordance with the authorities;

preparation and placement of information on atmospheric air quality and regulation of emissions during the NMU period on its official website in the information and telecommunication network Internet.

In accordance with Article 19 of the Federal Law of May 4, 1999 No. 96-FZ "On the Protection of Atmospheric Air", Federal Law of January 10, 2002 No. 7-FZ "On Environmental Protection", Decree of the Government of the Tver Region of August 20, 2013 No. 391-pp "On approval of the Regulations on state control over the protection of atmospheric air", Decree of the Government of the Russian Federation of November 15, 1997 No. 1425 "On information services in the field of hydrometeorology and monitoring of environmental pollution", the Charter of the rural settlement of Kiverichi, in order to protect the population in case of a change in the state of atmospheric air that threatens the life and health of people, during a period of adverse meteorological conditions in the territory of the rural settlement of Kiverichi, the administration of the rural settlement of Kiverichi
DECIDES:
1. Approve the procedure for carrying out work to regulate emissions of harmful (polluting) substances into the air during adverse meteorological conditions in the rural settlement of Kiverichi, Rameshkovsky district, Tver region (attached).
2. Appoint the Chief Specialist of the Administration of the Rural Settlement Kiverichi Ryabova E.B. responsible for obtaining information about NMU.
3. This resolution is subject to official promulgation and posting on the official website of the administration of the rural settlement of Kiverichi and on the stand for promulgation of regulations in the building of the administration of the rural settlement of Kiverichi.

The procedure for carrying out work to regulate emissions of harmful (polluting) substances into the air during adverse meteorological conditions in the rural settlement of Kiverichi, Rameshkovsky District, Tver Region

1. GENERAL PROVISIONS
1.1. The procedure for the regulation of emissions of harmful (polluting) substances into the atmospheric air during adverse meteorological conditions in the territory of the rural settlement of Kiverichi (hereinafter referred to as the Procedure) was developed in accordance with the legislation of the Russian Federation in the field of atmospheric air protection in order to prevent a threat to life and health of the population when changing the state of atmospheric air, reducing the negative impact on the environment in urban and rural settlements of emissions of harmful (polluting) substances into the atmospheric air during adverse meteorological conditions.
1.2. Under adverse meteorological conditions in accordance with the Federal Law of May 4, 1999 N 96-FZ "On the Protection of Atmospheric Air" means meteorological conditions that contribute to the accumulation of harmful (polluting) substances in the surface layer of atmospheric air.
1.3. Under the regulation of emissions of harmful (polluting) substances into the atmospheric air in accordance with the Guidelines "Regulation of emissions under adverse meteorological conditions. RD 52.04.52-85", approved and put into effect by the USSR State Committee for Hydrometeorology and Environmental Control on December 1, 1986 , is understood as their short-term reduction during the period of unfavorable meteorological conditions, leading to the formation of a high level of air pollution.
1.4. The regulation of emissions of harmful (pollutant) substances into the atmospheric air is carried out taking into account forecasts of unfavorable meteorological conditions based on warnings about a possible dangerous increase in the concentration of harmful (pollutant) substances in the atmospheric air.
Depending on the expected level of atmospheric air pollution, warnings of three degrees (first, second and third) are drawn up, which must correspond to three modes of operation of enterprises during adverse meteorological conditions.
1.5. During the period of warnings about a possible dangerous increase in the concentration of harmful (pollutant) substances in the atmospheric air during adverse meteorological conditions, in order to prevent it, legal entities and individual entrepreneurs that have sources of emissions of harmful (pollutant) substances into the atmospheric air are required to take measures to reduce emissions of harmful (polluting) substances into the atmospheric air.
2. DEVELOPMENT AND APPROVAL OF MEASURES TO REDUCE EMISSIONS OF HARMFUL (POLTANT) SUBSTANCES INTO THE ATMOSPHERIC AIR DURING ADVERSE METEOROLOGICAL CONDITIONS
2.1. Legal entities and individual entrepreneurs that have sources of emissions of harmful (pollutant) substances into the atmospheric air develop measures to reduce emissions of harmful (pollutant) substances into the atmospheric air during adverse meteorological conditions and a schedule for monitoring emissions of harmful (pollutant) substances into the atmospheric air in the period of unfavorable meteorological conditions as part of the draft standards for maximum permissible emissions of harmful (polluting) substances into the atmospheric air.
2.2. The development of measures under adverse meteorological conditions is carried out both for existing and for planned objects of economic activity in accordance with the Guidelines "Regulation of emissions under adverse meteorological conditions. RD 52.04.52-85", approved and put into effect by the USSR State Committee for hydrometeorology and environmental control December 1, 1986. Measures under adverse meteorological conditions are subject to revision when the production technology and the volume of emissions of harmful (polluting substances) into the atmospheric air change.
2.3. Measures under adverse meteorological conditions are an obligatory part of the summary volume "Atmosphere Protection and Maximum Permissible Emissions (MAE)" for the territories of urban and other settlements and their parts in accordance with GOST 17.2.3.02-78 "Nature protection. Atmosphere. Rules for establishing allowable emissions of harmful substances by industrial enterprises", approved by the Decree of the USSR State Committee for Standards of 24.08.1978 N 2329.
3. CARRYING OUT ACTIVITIES UNDER ADVERSE METEOROLOGICAL CONDITIONS
3.1. The rural settlement of Kiverichi, within two hours from the moment of receiving information (forecast) about the NMP, transmit this information (forecast) about the NMP to business entities located on the territory of the rural settlement of Kiverichi and organize notification of the population about the onset of the NMP in any available way, including through the mass media information, by posting information on the website of the Ministry of Defense of the Tver region "Rameshkovsky district" in the section of the rural settlement of Kiverichi, on the website of the administration of the rural settlement of Kiverichi, information stands, village elders, and gives recommendations on actions during the NMU period, organizes work to reduce emissions of harmful ( pollutants) into the atmosphere during the period of NMP within the limits of the powers granted, including by carrying out wet cleaning of streets, upon receipt of warnings about NMP of the second and third degree.
