1. General provisions
1.1. The state estimate standard “Directory of basic prices for design work in construction “Territorial planning and territory planning” (hereinafter referred to as the Directory) is intended to determine the cost of developing territorial planning documentation, master plans for settlements, urban districts and territorial planning projects, land management plans, sanitary protection zones, landscaping of parks, gardens, squares, structures of drainage systems for protection against flooding (hereinafter referred to as urban planning documentation).
1.2. Basic prices in the Directory are set depending on the natural indicators of the design objects (thousand sq. km; hectares; thousand people).
1.3. Basic prices in the Handbook for the development of urban planning documentation are set in accordance with the scope of work provided for by current legislation.
1.4. The prices in the Directory are set for the conditions of performing work in one stage.
1.5. When using this Directory, you should be guided by the Guidelines for the use of Directories of basic prices for design work for construction, approved by Order of the Ministry of Regional Development of the Russian Federation dated December 29, 2009 No. 620 “On approval of Guidelines for the use of Directories of basic prices for design work in construction” (registered Ministry of Justice of the Russian Federation 03.23.2010, registration No. 166B6), Bulletin of normative acts of federal executive authorities, 2010, No. 16) (hereinafter referred to as the Guidelines).
1.6. The price level contained in the tables of the Directory is established as of 01/01/2001, excluding value added tax.
1.7. The base prices of the Directory, in addition to the work listed in paragraph 1.3.6 of section 1 of the Methodological Instructions, do not take into account the costs of producing models, tablets, panoramas, perspectives, developments, fragments of development and landscaping.
1.8. The coefficients influencing the increase in labor intensity for the development of urban planning documentation provided for in tables No. are given in the table.
If there are two or more complicating factors, coefficients are applied for each factor.
If it is necessary to carry out a separate task for designing the layout of city highways and transport hubs, the specified work can be assessed according to the indicators in tables No. - with a reducing factor for the amount of work.
1.9. When determining the base price for designing objects according to table No. of this Handbook, the following features must be taken into account:
When designing parks, gardens, squares, boulevards in areas with a surface slope of less than 0.005 (0.5%) or more than 0.05 (5%), exceeding 30% of the planned territory in area, a coefficient of 1 is applied to the prices of items 1 - 7 of the table ,1;
When designing on an area where more than 30% of the area is green, a coefficient of 1.1 is applied to the prices of items 1 - 7 of the table;
The prices of points 1 - 7 of the table do not take into account the work on taxation of existing plantings.
1.10. When determining the base price of a land management project on a scale of 1:5000 using table No. of this Handbook, a coefficient of 1.2 is applied to prices.
1.11. Basic prices in table No. of this Handbook are given for the design of engineering protection structures for urban areas from flooding with groundwater - drainage systems consisting of horizontal, vertical, combined, radial drainages, and a regime network of observation wells.
1.12. The base prices in table No. of this Handbook are given for one drainage system. The drainage system is a set of drains and drainage collectors that have independent gravity or forced (using a drainage pumping station) drainage of drainage water.
1.13. The boundaries of drainage systems are established along the line where this system ensures the required depth of the groundwater level within the contour of the protected area.
1.14. If there are several drainage systems in the protected area, the cost of designing each system is determined separately.

1.12. The base prices in Table No. 7 of this Handbook are given for one drainage system. The drainage system is a set of drains and drainage collectors that have independent gravity or forced (using a drainage pumping station) drainage of drainage water.
1.13. The boundaries of drainage systems are established along the line where this system ensures the required depth of the groundwater level within the contour of the protected area.
1.14. If there are several drainage systems in the protected area, the cost of designing each system is determined separately.
1.15. Basic prices are given for three categories of complexity according to one of the following criteria:
One- and two-story urban buildings, parks, flat sports facilities; lack of influence of the reservoir; simple geological and hydrogeological conditions (homogeneous rock strata, uniform water permeability aquifer) - category 1;
Multi-storey urban development; one-sided influence of the reservoir; geological and hydrogeological conditions of average complexity (two-layer rock strata with heterogeneous water permeability) - category II;
Industrial sites; two-way influence of the reservoir; complex geological and hydrogeological conditions (multilayered rock strata with heterogeneous water permeability) - category III.
1.16. The base prices in Table No. 7 of this Handbook are given for objects of category I of design complexity. For objects of complexity categories II and III, the cost of design is determined using increasing factors equal to 1.25 and 1.4, respectively.
1.17. When designing drainage systems using vacuum, ventilation, pneumatic injection and other similar types of drainage, the cost of design work is determined at the given prices with the design complexity category one unit higher, established by paragraph 1.15 of this Handbook.
1.18. The prices in Table No. 7 of this Handbook do not take into account the cost of design:
Special structures and types of work;
Gravity discharge pipeline for drainage water outside the protected area;
Drainage pumping stations with networks and engineering support structures;
Drainage collector tunnels constructed in a closed manner, radial drainage shafts;
Disposal of drainage water;
Drainage structures for storm sewerage;
Anti-filtration curtain devices;
Elimination of leaks from water supply and sewerage networks and structures;
Drainage of detached buildings and structures;
Ensuring the stability of drainage structures erected on soft soils (pile foundations, soil cushions, etc.);
Crossings under roads, railways and other obstacles (structures) carried out using closed methods.
1.19. The cost of designing a security network of observation wells, carried out outside the complex of engineering protection structures for urban areas from flooding, is determined according to the prices in Table No. 7 of this Handbook, taking into account the category of design complexity with a reduction factor, the value of which is established in accordance with the labor intensity of the work in agreement with the customer.
2. Basic prices for the development of urban planning documentation
1. Basic prices for the development of urban planning documentation are determined by the formulas:

C 01- base price of urban planning documentation in prices as of 01/01/2001;
K i- coefficient reflecting inflation processes at the time of determining the base price for the development of urban planning documentation;
2. The base price of a territory surveying project is determined according to the price indicators given in Table No. 3 of this Handbook, with a reduction factor of up to 0.4.

Before sending an electronic appeal to the Ministry of Construction of Russia, please read the rules of operation of this interactive service set out below.
1. Electronic applications within the sphere of competence of the Ministry of Construction of Russia, filled out in accordance with the attached form, are accepted for consideration.
2. An electronic appeal may contain a statement, complaint, proposal or request.
3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry ensures objective, comprehensive and timely consideration of applications. Review of electronic appeals is free of charge.
4. In accordance with Federal Law No. 59-FZ dated May 2, 2006 “On the procedure for considering appeals from citizens of the Russian Federation,” electronic appeals are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues the solution of which is not within the competence of the Ministry of Construction of Russia is sent within seven days from the date of registration to the relevant body or the relevant official whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.
5. Electronic appeal is not considered if:
- absence of the applicant’s surname and name;
- indication of an incomplete or unreliable postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- absence of punctuation marks in the text, presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously sent appeals.
6. The response to the applicant is sent to the postal address specified when filling out the form.
7. When considering an appeal, disclosure of information contained in the appeal, as well as information relating to the private life of a citizen, is not permitted without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of Russian legislation on personal data.
8. Appeals received through the site are summarized and presented to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections “for residents” and “for specialists”
